The mission of Maryland Family Network (MFN) is to ensure that very young children have strong families, quality early learning environments, and a champion for their interests. We work in collaboration with public and private funders, community-based organizations, parents, and other individuals and agencies to support those who care for young children as families strive to reach their goals. Through two-generation programs that support parents to become economically self-sufficient, raise healthy, successful children, and find quality child care; through regional services that help child care professionals improve their practice; and through public policy advocacy of programs and policies that benefit families with young children, MFN strives to ensure that all Maryland children are cared for by adults who are skilled to raise them in environments that are conducive to growth and development.
POSITION SUMMARY
The Early Childhood Program Coordinator under the director supervision and leadership of the Assistant Director of Childcare Resource Network with programmatic support from the Director will support general business operations related to the specially funded programs coordinated by the MFN State Coordinating Entity.
Responsibilities:
Support the Director and Assistant Director with planning and conducting regular meetings, planning sessions, professional development, and monitoring of agencies operating or engaged in special grant-funded programs.
Support identified agencies in program and service delivery as outlined in the RFP, proposals, and contracts.
Participate in committees and workgroups at the direction of the Director, Assistant Director or Chief Program Officer.
Support the Director and Assistant Director with monthly, quarterly, and annual program and data reports.
Participate in MFN and CCRC Diversity, Equity and Inclusion initiatives, including work to apply racial equity lens to all CCRC initiatives in order to eliminate inequalities and improve outcomes for all historically disadvantaged groups.
Support the implementation of tools and processes to evaluate service delivery and service effectiveness for programs and services, as required by the funder or grant program or MFN.
Support the system for storing, maintaining, and accessing all documents, manuals, resources, and materials pertaining to program and service delivery.
Participate in professional development and initiatives which support and advance the business and programmatic functions of early childhood education programs.
Participate and provide training in local, state, and regional conferences, as appropriate.
Provide support and coordination of business development and leadership initiatives at the CCRCs, including:
Support for coaching and technical assistance services.
Support for training delivery.
Community of practice support for coaches.
Support implementation of communities of practice by CCRCs; and coordination of professional development opportunities for the coaches and providers/programs.
Support and coordinate special initiatives and programs at the direction of the Director or Assistant Director, including GOFCC.
Collaborate with CCRCs to evaluate the alignment between program strategy and execution.
Identify data needs and work collaboratively with the SCE team to ensure the data system captures quality data related to programmatic services.
Review and process all CDA voucher requests, communicate with applicants, create the vouchers within the system provided by the Council for Professional Recognition, and support the Assistant Director in data analysis for reporting to MSDE as required.
Perform other tasks required to further the efforts of MFN as the State Coordinating Entity of the Maryland Child Care Resource Network.
Qualifications:
Bachelor’s degree in education, Child Development, or related field with 3 years of experience teaching children in a childcare, Head Start, Pre-K, or K-12 education setting preferred. In lieu of bachelor’s degree, 5 years of relevant work experience may be acceptable.
Consideration given to master’s degree in business administration, Finance, or related field with at least 1 year of teaching experience in a childcare, Head Start, Pre-K, or K-12 education setting.
Knowledge, Skills, Abilities and Other Characteristics:
- 3 years of experience teaching and developing training programs for adults preferred.
- 3 years of experience providing business coaching and training support to individuals or small businesses preferred.
- Knowledge of the COMAR regulations and process to open a family childcare or center-based childcare program in Maryland.
- Knowledge of administrative processes and strong business and financial acumen appropriate to small businesses and the childcare field.
- Knowledge of Maryland’s childcare system, including applicable COMAR regulations.
- Experience in working with culturally diverse communities with the ability to be culturally sensitive and appropriate required.
- Excellent planning, communication, and organizational skills, with ability to multi-task effectively.
- Strong computer skills and familiarity with Microsoft Office, virtual meeting and learning platforms (i.e., Zoom, Teams), Adobe Professional, and data management systems.
- Strong organization, documentation, and prioritization skills.
