Demographics & Trends Request for Proposal

Maryland Family Network (MFN) is issuing a Request for Proposal (“RFP”) seeking qualified Vendors who have consulting experience in finding and analyzing demographic data to inform and develop MFN’s Child Care Demographics and MFN’s Trends in Child Care reports.

MFN’s Child Care Demographics report breaks down statewide information about the supply, demand,  and cost of child care in Maryland.  This report is the only one of its kind in Maryland and informs policy makers, parents, and professionals about the latest data and trends in the field of child care. Work on this project will commence on August 1, 2022 and continue through December 31, 2022

Consultant shall be experienced in the business of researching, organizing, and analyzing population data and/or related areas.  Documentation of this experience should be noted in the response.

The consultant will work with MFN Staff, including the Director of Resource, Referral and Data Management.

Questions can be directed to FloJean Speck.  Such questions should be sent by Friday July 15, 2022.  Responses will be generated within two business days.

Proposals should include:

  • Documentation of experience in the business of researching, organizing, and analyzing population data and/or related areas as well as two references familiar with this experience;

  • Confirmation of the time frame for completion of work and acknowledgement of the tasks identified below;

  • A statement of the proposed cost of the work described below.

Tasks              

Demographics Report:

The Consultant will produce the Maryland Family Network 2022 Demographics publication and provide overall project management which includes:

  1. Acquiring the necessary reporting from external sources to inform the work;
  2. Calculating the data;
  3. Supplying data in table format for charts and graphs;
  4. Updating the narrative for all jurisdictions and Maryland;
  5. Performing calculations to determine 2023 data;
  6. Compiling Demographics (24 jurisdiction + Maryland)
  7. Using 2022 American Community Survey data to update Census data;
  8. Working with the Director of Resource, Referral and Data Management to identify data points and analysis to add to a new structure for Demographics;
  9. Working with an administrative assistant to create documents for the graphic designer;
  10. Submitting data to Director of Resource, Referral and Data Management;
  11. Working with Graphic Designer, Director of Resource, Referral and Data Management and administrative assistant regarding revisions;
  12. Proof reading and submit final document to Director of Resource, Referral and Data Management for publication;
  13. Any other duties necessary to product the finished products.

Trends in Child Care Report

The Consultant will produce the Maryland Family Network 2022 Trends publication and provide overall project management which includes:

  1. Acquiring the necessary reporting from external sources to inform the work;
  2. Calculating the data;
  3. Supplying data in table form for charts and graphs;
  4. Producing the Word document;
  5. Working with the graphic designer to create the final products;
  6. Working with Graphic Designer and Director of Resource, Referral and Data Management regarding revisions;
  7. Proof reading and submitting final document to Director of Resource, Referral and Data Management for publication;
  8. Updating and revising the narrative;                   
  9. Reporting on the Total number of Children in Maryland;                                          
  10. Reporting on the Number of Child Care Providers and programs;                            
  11. Reporting on Accommodations for Special Needs ;                              
  12. Calculating Non Traditional Hours of Care ;
  13. Reporting on the Average cost of care Center and Family;      
  14. Reporting the Percentage of Median Income Spent on Child Care ;
  15. Any other duties necessary to product the finished products;
  16. Working with Graphic Designer and proofread document;
  17. Submitting final document to Director of Resource, Referral and Data Management.     

Work product will be the property of Maryland Family Network.

Proposals are due by July 25th, 2022 at 12:00 PM Noon Eastern Time.
